Rosie Glazebrook Ends Six Year Term as PLS Board Chair
PLS’ first female Chair, Rosie Glazebrook, will step down after serving 2 terms in office.
During her 6 years as Chair, Rosie has overseen significant changes at PLS, through the seismic shifts resulting from the Covid-19 pandemic to the new licensing opportunities presented by the rise of artificial intelligence. Revenues have grown over 30% in her tenure, from £40m in 2018-2019 to over £53m in 2024-25.
In 2023 Rosie presided over a change in PLS leadership with the retirement of former chief executive, Sarah Faulder, and Tom West stepping into the role.
In the same year, Rosie gave the introduction at the inaugural PLS Conference, the annual event devoted to rights and licensing has grown and developed into an important date in the industry calendar. As Co-Chair of the Copyright Licensing Agency, Rosie has overseen significant revenue growth, with CLA achieving over £100m in revenues for the first time in 2023-24.
Rosie will continue in her other role as Chief Executive of the Commonwealth Enterprise and Investment Council, and in 2022 completed five years as a Civil Service Commissioner and second terms as a Council Member at the General Optical Council and Chair of a Research Ethics Committee for NHS Health Research Authority. Before building her extensive non-executive career in the private, public and voluntary sectors, Rosie worked in the publishing world and was a Trustee and Chair of the Development Board of Book Aid International for nine years.

At the same time she has worked diligently as co-Chair of CLA to provide effective and stable governance to support CLA’s licensing work. The PLS Board is excited to announce Monisha Shah as its new Chair with effect 1st June 2025.
Monisha Shah has held chair and board level roles in the creative industries, media, education, tech, and legal sectors. Her extensive executive background includes 11 years as Director of Sales for Emerging Markets in Europe, Middle East, India and Africa at BBC Worldwide. She has also served as Trustee of Tate, National Gallery, Foundling Museum and ArtUK. Currently, she is Chair of Rose Bruford College of Theatre and Performance, Trustee of the Donmar Warehouse and of the Art Fund. She holds a post-graduate degree from SOAS and an executive MBA from the London Business School.
